The Phillies are coming off a league worst 63 win season and are committed to a rebuilding project. Many of their prominent players have moved on being replaced by a cast of young talent. They have virtually nothing tied up in salary and their biggest reason for optimism is that they can spend like crazy in the coming years.. 63-99
